Abstract

Female entrepreneurship contributes to the development of economies worldwide and its contribution include a lot of benefits and it also pose several impacts on processes of social transformation. However, entrepreneurship system faces a lot of challenges and barriers in both developed and developing countries. A survey conducted by Kazakhstan Ministry of Economy, and National Economic Research Institute was evaluated to identify the main barriers facing female entrepreneurs in Kazakhstan. In particular, this research examines the relative importance of four factors; human capital, financial resources, governmental programs supporting entrepreneurship and public administrative institutions and aims to identify the most important barrier effecting the development of female entrepreneurship in Kazakhstan. Main barriers such as human resources, access to finance and weak of the efficiency of the governmental programmes were identified by descriptive analyses. While SPSS results indicated that a number of barriers are present and are having significant negative influences on the development of the female entrepreneurship in Kazakhstan. These barriers mainly relate to the imperfect business environment in the country. Particularly, lack of human resources and difficulty accessing to finance are found to be the main obstacles, which have reduced the development of female entrepreneurship in Kazakhstan. These barriers mainly include limited options for capital and loans, other financial and non-financial services, and political, social and legal barriers. Female entrepreneurship in Kazakhstan has been developing in a fast pace and the government realises the fact that expansion of female entrepreneurship plays an important role in transferring the national economy to another level. In this regards, the government of Kazakhstan have implemented a number of national programmes to improve and support both male and female entrepreneurial activities. However, these supportive programmes do not have a widespread positive effect on the entrepreneurship due to the lack of awareness among entrepreneurs.
