Abstract

The situation in international rice trade can be considered as in crisis because of two main factors; an increase in rice prices and shortage of rice supply. The rice crisis has impacts on rice producers, traders, consumers in terms of life quality, especially those in Asia where rice is considered a basic staple and necessary commodity. To alleviate negative consequences from the crisis, an idea to stabilize international rice market is to form a rice cartel called Organization of Rice Exporting Countries (OREC). The objectives are to enforce control over international rice prices, to prevent rice shortage and to exchange information about food stability. So far, Thailand, Burma and Laos agree with this idea while Vietnam is still considering.

The success of OREC formation mainly depends on how well OREC can maintain the agreements with well co-operation among cartel members. The study of international rice trade, international organization, Oligopoly, Cartel and Game theory is needed for the assessment of the likelihood that OREC could be formed with well co-operation. From the study, the formation of OREC is possible but still in dilemma which further proactive discussion between potential members is needed. Additionally, the organizational managements and appropriate regulations are necessary to establish so as to support the effectiveness of OREC operations. However, OREC could be first formed with an aim to develop Asian rice quality and production with greater competitiveness in international rice market.
