Logistics industry is treated as an essential part for economy development. In 2011, it is estimated that the GDP contribution of logistics industry is 14 trillion Yuan in China. This accounts for 17.7% of the total volume GDP of last year. However, low efficiency of Chinese logistics industry leads to high costs of the circulation commodity which was veiled to public last year. This low efficiency problem caused a hot discussion over the whole country last year. Currently, there are very few published papers which focus on the logistics development in China. Most of the existent ones merely list the efficiency calculation process without giving the detailed result explanations as well as relevant recommendations for problem solving.

By adjusting the DEA model to logistics sector measurement, this paper systematically examines the overall logistics efficiency of China from 11 aspects including fixed assets investment, energy consumption, length of railways and highways, employee numbers and the freight ton-kilometers for railways and highways, the passengers-kilometers for railways and highways and the total value of import and export. The former 6 indicators are selected as the input indexes while the remained ones are treated as output indexes. 28 regions such as Shanghai, Beijing and Tianjing are selected as the examined objectives to carry out the empirical research.

From the statistical and mathematical results, it shows that the overall efficiency development of Chinese logistics is very low and imbalanced with the average value of 0.859 and deviation of 0.159. More specifically, there are 16 relatively efficient provinces (municipalities) and 12 inefficient areas in the sample. Based on the modeling result and analyses, recommendations for the overall logistics industry are given such as logistics industry update, technology improvement and talents development plans. Practical and concrete suggestions are also presented in the thesis for governments and companies in Fujian and Xinjiang provinces.
