Abstract

Public Private Partnerships (PPPs) are seen by many as a panacea for all ills of the world. In Lesotho, the use of PPPs to build new public sector infrastructure and deliver public services is a fairly recent phenomenon. The purpose of this study is to assess perceptions and expectations of different stakeholders involved in the procurement of the new referral hospital in Lesotho. Based on findings, I will make recommendations which will be for use by in this project.

The research methods utilized for this study were exclusively qualitative. Interviews were conducted primarily with expert respondents who are directly involved in the procurement of the New Referral Hospital PPP Project in Lesotho; to elicit their views on the issues and challenges they have encountered in the development of this partnership.

The respondents included key stakeholders from the national government, potential partners from the private sector, and representative of the local commercial bank.

Findings reveal that PPPs play a positive role in achieving economic growth, however certain factors should be taken into consideration in order to make them a success. They should be used as a tool to achieve development objectives, in other words, they are a means to reach a particular end and not the end themselves.
