Abstract

Gender diversity in leadership is improving and the discussion of women in the boardroom is generating traction globally. However, researchers have not reached a consensus upon the best way to increase diversity. The purpose of this dissertation is to attempt to assess the progress of both voluntary and compulsory legislative approaches to increase women in leadership. This will be achieved by a cross-country analysis of the progress and approaches used within Norway and the United Kingdom (UK). The objective is to assess if either of these approaches pose an exemplary policy for policy makers in other European nations and the United States.

The UK and Norway are used for comparison due to their global leadership in diversity, and their utilisation of different policy approaches. The results find limited differences in their top indexes. However, using a larger Norwegian dataset, shows the UK has made more recent progress. I have found the quota approaches drive speed in change and voluntary targets are favoured for the free-market approach. The findings display many shortcomings in the gender quota in Norway. However, the results do not suggest one policy is exemplar as different policies will be suited in different country contexts. The preference around this will depend on the country’s political, social, and cultural standing. Therefore, contextual differences will heavily influence the policy choice of a country, regardless of the success of quotas and voluntary approaches elsewhere.
