Abstract

Small and medium-sized enterprises are vital to the development of the local economy, and the labor-intensive construction industry is an important part of China's national economic system. It plays a prominent role in national economic and social stability, and plays an important role in job creation, poverty alleviation and economic growth. The construction industry relies on its human capital to achieve project deliverables, but the haphazard nature of employment in this industry makes planning human resource needs ambiguous. Most managers pursue profit maximization and neglect to properly plan for HRM. This research finds the problems behind it by exploring managers' perception of HRM in small and medium-sized construction enterprises. The research adopts qualitative research methods, takes managers living in western China as samples, and conducts in-depth understanding in the form of interviews. The research results show that managers of small and medium-sized enterprises are in the traditional personnel management stage, and they do not consider HRM as a business partner, nor even consider setting up an independent HR department. The reason is mainly because of the underdevelopment of the region, which leads to the backwardness of the concept. For the expansion and sustainable development of the enterprise, it is necessary to raise the awareness of managers in the concept of human resource development.
